Since 1994, committees of the Parliament have undertaken the estimates process, which is one of the key mechanisms to examine government expenditure, performance and effectiveness. It holds ministers to account and provides a level of transparency to the public. Budget Estimates aids the Parliament in its scrutiny of the Government's proposed expenditure by examining and reporting on the proposed expenditures contained in the Appropriation Bill and the Appropriation (Parliament) Bill.
From 1994 to 2010, estimates committees were established under Sessional Orders of the Legislative Assembly to provide a better means for parliamentary scrutiny of the Government's expenditure proposals for each department.
Since 2011, the examination of the Appropriation Bill has been carried out by 7 portfolio committees. The Appropriation (Parliament) Bill was initially considered by the Committee of the Legislative Assembly (2012 to 2014), but has subsequently (from 2015) been carried out by the Finance and Administration Committee and its successor portfolio committee, the Economics and Governance Committee.
