Locking in Cost of Living Support (50 Cent Fares Forever) Amendment Bill 2025 (DISCHARGED)
About the bill
On 19 February 2025, Hon Stephen Miles MP, Leader of the Opposition and Member for Murrumba, introduced the Locking in Cost of Living Support (50 Cent Fares Forever) Amendment Bill 2025 into the Queensland Parliament. The Bill was referred to the State Development, Infrastructure and Works Committee for examination.

The stated objective of the Bill is to make 50 cent fares on the Translink public transport network permanent.
On 20 February 2025, the Speaker of the Legislative Assembly made a statement to the House regarding the introduction of the Bill. The Speaker requested submissions from the Leader of the Opposition and the Minister for Transport and Main Roads to assist with his determination as to whether there was an appropriation within the Bill.

On 13 March 2025, the Speaker made a ruling that the Bill did contain an appropriation and should not have been introduced without first being recommended by a message of the Governor in accordance with section 68 of the Constitution of Queensland 2001 and standing order 174.
The Speaker ruled that the Bill was out of order and will need to be discharged and withdrawn by the Member for Murrumba, failing which the Speaker will direct the removal of the Bill from the Notice Paper.

On 14 March 2025, the Speaker ruled that the Member for Murrumba had not subsequently moved a motion to discharge and withdraw the Bill and accordingly, directed that the Bill be removed from the Notice Paper with immediate effect.
