Queensland residents draws to the attention of the House the current lack of essential services at Couran Cove.

The Local Government Act 2009 s.4(1) states To ensure the system of local government is accountable, effective, efficient and sustainable, Parliament requires—(a) anyone who is performing a responsibility under this Act to do so in accordance with the local government principles; and (b) any action that is taken under this Act to be taken in a way that is (i) consistent with the local government principles;… S.4(2) The local government principles are—(a) transparent and effective processes, and decision-making in the public interest; and (b) sustainable development and management of assets and infrastructure, and delivery of effective services; and (c) democratic representation, social inclusion and meaningful community engagement…

The LGA states at s.92(3) Special rates and charges for services, facilities and activities that have a special association with particular land because (a) the land or its occupier (i) specially benefits from the service, facility or activity; or (ii) has or will have special access to the service, facility or activity; or (b) the land is or will be used in a way that specially contributes to the need for the service, facility or activity; (c) or the occupier of the land specially contributes to the need for the service, facility or activity.

Your petitioners, therefore, request the House to do all in its power to ensure the Gold Coast City Council creates sustainable water and sewer infrastructure at Couran Cove.
