Queensland citizens draws to the attention of the House to the negative implications of the draft QDC MP 4.1 being adopted without alteration. Firstly, apartment buildings will have no mechanism for Whole of House Assessment leading to industry uncertainty and lack of compliance. Secondly, the introduction of the Verification using a Reference Building Method (VURB), will introduce an inferior, unregulated compliance pathway that will also allow less sustainable buildings to comply, thus increasing the Greenhouse gas emissions from Queensland's new housing stock.

Your petitioners, therefore, request the House to do all in its power to urgently review and amend the Draft QDC MP 4.1 version 1.14 to:

  • provide a mechanism or exemption for WOH assessment for Class 2 Dwellings; and
  • remove VURB as a compliance pathway for both Class 1 and Class 2 dwellings.
